I thought about mentioning this but didn't because having not seen many of these earlier episodes in years, I wasn't sure how common this was back then.
What that is on Bob Dog's head is a cage of sorts. When he first appears, King Friday is actually somewhat fearful of Bob Dog so this may have something to do with that. Back at the house after the NOM, Mister Rogers even makes a brief mention of the cage and how it was passed around between the Junior Tamburitzans as they danced with Bob Dog.
Ok, a little research done. http://www.tv.com/mister-rogers-neighborhood/the-pie-restaurant-3/episode/319339/summary.html?tag=episode_header;next
Looks like Ep 1073, 3 Episodes prior to this one, was Bob Dogs very first appearance and his cage is mentioned. In the reality segments, Mr. Rogers babysits a lost puppy for a bit. Like I said, I suspect that there was some talk of being safe around a dog you've just met.
Being that I know the precise dates of stuff. 1071-1075 was not part of the reruns package during 1980s. Even in 1986 & 1989 from 1070 they would skip to 1076. Leaving us wondering why Bob Dog has a cage. The last time 1071-1075 broadcasted was late 1970s possibly 1978. Once 1461 debut there afterwords they slowly started removing some pre-79s ones that were first to go were 1036-1040 1051-1060 1071-1075. Hope this helps everyone let me know!
@FCI what happen to pgms 1071-1075 from 1970? I watch in 1986 & 1989 those were not shown! Few pgms standout from season 3 are 1066-1070 Models Make-Believe, Royal Secret starts begin 1077-runs through 1086! Week of 1101-1105, as well as 1116-1120, 1125 Opera, 1126-1130! Put them on a ondemand streaming service if you have too in order get them online thanks!

Tim, what's on Bob Dog's head in that second to last image?

Hmmm, wonder if there was an earlier episode where Bob Dog bit King Friday or something, to teach about caution around animals or something.
